§ The offeror that provides the best value to the court based on an evaluation of all offers will be selected for award.

§ The court shall reserve the right to:

þ Reject all bids or any parts thereof if it is in the court’s best interest to do so.

þ Reject any bid or proposal that is nonresponsive to the solicitation requirements.

þ Reject any bid or proposal because the submitting firm or individual does not meet the trial court’s stated criteria for contractor responsibility.
